Who is it for? Applications are approved based on need with consideration to the following: are homeless spend more than 30% of their household income on shelter and utilities live in a home without enough bedrooms to accomodate the size of family live in a home that is in poor condition, aggravates a health problem, or is unsuitable because of a physical disability
